Eligibility Override

This article describes the INVENTORY module's Eligibility Override function and the associated Prohibit Eligibility Override setting.

Clarity Human Services provides an Eligibility Override function within the Community Queue, the Unit Queue, the Units/Beds tab, and Direct Unit/Bed Referrals that allows users with the appropriate permissions to disregard eligibility criteria when searching for a Unit for a client.

To prevent users from using the Eligibility Override option, a Prohibit Eligibility Override setting is available at both the Referral Settings and Site levels.

  • When Prohibit Eligibility Override is turned ON at the Referral Settings level, it will be ON and read-only at the Site level for all Sites in that Referral Setting.
  • When Prohibit Eligibility Override is turned OFF at the Referral Settings level, the Site-level Prohibit Eligibility Override toggle can be turned ON or OFF for each Site as appropriate and will influence every level below it.

The specific behaviors and permissions associated with Eligibility Override and Prohibit Eligibility Override are described below, grouped in the following sections:

Community Queue

Note: The Eligibility Override toggle on the Community Queue is only available to users with the Referrals - Unit Eligibility Override Access Right enabled. 

If a user enables the Eligibility Override toggle in the REASSIGN section of a referral, the Opening list will include all Units within the system that are assigned to the selected Program, except Units with Prohibit Eligibility Override enabled.

  • If Prohibit Eligibility Override is enabled for the Referral Setting, the Eligibility Override toggle will not be visible.
  • If Prohibit Eligibility Override is enabled for one or more Units, the Eligibility Override toggle will be visible, but Units with Prohibit Eligibility Override enabled will not appear in the Opening list.
  • When Prohibit Eligibility Override is enabled for all Units, and the client is not eligible for any of those Units, the programs associated with those Units will not appear in the Program drop-down.

Unit Queue

Note: The Eligibility Override toggle on the Unit Queue is only available to users with the Referrals - Unit Eligibility Override Access Right enabled. 

Users may click Eligibility Override in the lower right corner to display all clients/referrals that are currently on the Community Queue, regardless of eligibility criteria.

  • If Prohibit Eligibility Override is in effect for the Unit, the Eligibility Override toggle will not be visible.
  • If Include Units with Pending Referrals is enabled, the ELIGIBILITY and Eligibility Override buttons will not be displayed for Units/Beds with a Pending Occupancy.

Units/Beds Tab

Note: The Eligibility Override toggle for the Units/Beds tab is only available to users with the Edit Enrollment-based Unit Records Access Right enabled. 


The Units/Beds tab within a client's program enrollment has two eligibility-related toggles that affect which Units/Beds are displayed on the Available Units/Beds list.

  • If a user turns on the Eligibility Override toggle, the system will not consider eligibility when displaying the list of Available Units/Beds.
    • The Units in the Available Units/Beds list will be listed alphabetically, not grouped by Assessment/Client Profile as they are when Eligibility Override is turned OFF.
    • Units with Prohibit Eligibility Override enabled will not appear in the Available Units/Beds list unless the client is eligible for the Unit according to Assessment/Client Profile data.
  • If a user turns on the Eligible for Partial Dates toggle, the system will display Units/Beds for which the client will not be eligible at some point during the selected date range.
    • The date on which the client becomes ineligible for the Unit will be displayed after the Unit name (“Unit Name (<site name>, <building_name>) - Eligible until mm/dd/yyyy”).
       

The types of Units/Beds that will be displayed in the Available Units/Beds list with respect to the Eligibility Override toggle and the Eligible for Partial Dates toggle are as follows:

  • Units/Beds (in Sites with Prohibit Eligibility Override = OFF) with non-eligible Unit Configuration for the entire selected date range.
  • Units/Beds (in Sites with Prohibit Eligibility Override = ON) with eligible Unit Configuration for the entire selected date range.

  • Units/Beds (in sites with Prohibit Eligibility Override = OFF) with non-eligible Unit Configuration for part of the selected date range.
  • Units/Beds (in Sites with Prohibit Eligibility Override = ON) with eligible Unit Configuration for part of the selected date range.

Note: If the user changes the Start Date or End Date, the system will rebuild the Units/Beds list.


If the user clicks ADD and there is an eligibility issue that is specifically due to a client’s age at the start of or during the selected time frame, the system will display one of the following pop-ups:

“This client will not meet the age requirements of this referral for [date], and cannot be referred.”

Eligibility Override toggle is ON

Unit does not have Prohibit Eligibility Override enabled

Direct Unit/Bed Referrals

An Eligibility Override toggle also appears in the Unit/Bed Referral section of the program information that appears when a user makes a direct referral to a program with Direct Unit/Bed Referrals set to "Optional" or "Required."  This toggle operates in the same manner as the Eligibility Override toggle in the Units/Beds tab described above.
