[OUTS-300-AD] Outcomes Income and Recidivism
This administrator report enables users to easily evaluate aggregate-level outcomes for income and recidivism metrics by program.
Purpose
This is an admin-level outcomes report that measures two indicators across selected programs:
- Income Outcomes — tracks households that had no income/employment/benefits at enrollment and whether they obtained them by exit or status update
- Recidivism (Returns to Homelessness) — tracks clients who exited programs and later returned to Emergency Shelter (ES), Transitional Housing (TH), or Permanent Supportive Housing (PSH)

For recidivism/exit destinations calculations, for each exited client, the report categorizes exit destination and checks for subsequent enrollment in ES/TH/PH programs (project types 0,1,2,3,9,10) for those enrolled in the selected reporting period and active clients.
