LSA Data Cleanup: Length of Stay and Utilization Overview

Purpose

 The LSA Data Cleanup: Length of Stay and Utilization Overview dashboard supports preparation, submission, and follow-up during the federal reporting season.  This dashboard is designed to help users identify and address data quality issues related to client stays and bed utilization. 
 
Dashboard Filters

There are six filters on this dashboard to filter data for reporting needs and targeted analysis. The table below outlines which Looks the filters apply to and the default values.

Reporting Period

Default: 10/01/2023 – 10/01/2024

This filter applies to all Looks.

Program CoC

Default: is any value

This filter applies to all Looks.

Selection impacts filter options for Agency Name and  Program Name.

Agency Name

Default: is any value

This filter applies to all Looks.

Selection impacts filter options for  Program Name.

Program Name

Default: is any value

 

This filter applies to all Looks.

 

Continuum Project

Default: is Yes

 

This filter applies to all Looks.

Victim Service Provider

The following Looks comprise the LSA Data Cleanup: Length of Stay and Utilization Overview dashboard. The remainder of this article is broken down based on the sections within the dashboard and includes a summary of each Look's content. For more information on how a Look is configured and what fields/custom fields are used, please review the Look by selecting the ‘Explore from Here’ icon or within the ‘Tile Actions’ menu (three-dot icon) in the upper right corner.

A. Length of Stay

i) Entry Exit Emergency Shelters Length of Stay

This Look identifies the average length of stay for clients actively enrolled during the reporting period and the number of currently active long-stayer enrollments (>90 days) in Entry-Exit Emergency Shelters. It includes Entry Exit Emergency Shelters with active enrollment(s) during the Reporting Period.

 ii) Night-by-Night Emergency Shelter Length of Stay

This Look identifies the average number of nights stayed per client during the reporting period and the number of currently active long-stayer enrollments (>90 days) in Night-by-Night Emergency Shelters. This Look Includes Night-by-Night Emergency Shelters with active enrollment(s) during the reporting period.

 iii) Safe Haven and Transitional Housing Length of Stay

This Look identifies the average length for clients actively enrolled during the reporting period and the number of currently active long-stayer enrollments (>180 days)  in Safe Haven and Transitional Housing programs. This Look includes Safe Haven and Transitional Housing programs with active enrollment(s) during the reporting period.

 iv) Permanent Housing and Rapid Re-Housing Length of Stay and Enrollments Without Move-in

This Look identifies the average length of stay for clients actively enrolled during the reporting period and the number of currently active long-stayer enrollments without a move-in date (>90 days) in Permanent Housing (PH) and Rapid Re-Housing (RRH) programs. It also identifies the number of currently active enrollments without a household move-in date. The Look includes PH and RRH programs with active enrollment(s) during the reporting period. RRH: Services Only Programs are included in this Look.


B. Utilization

i) Entry Exit Emergency Shelter, Transitional Housing, and Safe Haven Program Utilization Over the Reporting Period

This Look shows the utilization rates for Entry-Exit Emergency Shelters, Transitional Housing, and Safe Haven programs over the reporting period. This Look only includes programs that are currently active, programs that have a 'Program Availability End Date' that is null, or programs with a 'program availability end date' after the 'reporting period start date.'

ii) Entry Exit Emergency Shelter, Transitional Housing, and Safe Haven Program Utilization by Household Type
This Look breaks down program utilization for Entry-Exit Emergency Shelters, Transitional Housing, and Safe Haven by household type (e.g., Households without children, Households with children, Households with only children). This Look only includes programs that are currently active, programs with  a 'Program Availability End Date' that is null, or programs with a 'program availability end date' after the 'reporting period start date.' 
iii) Night-by-Night Emergency Shelter Program Utilization Over the Reporting Period
This Look provides an overview of Night-by-Night Emergency Shelter utilization rates throughout the reporting period. It only includes programs that are currently active, programs with a 'program availability end date' that is null, or programs with a 'program availability end date' after the 'reporting period start date.' 

iv) Night-by-Night Emergency Shelter Program Utilization by Household Type

This Look analyzes Night-by-Night Emergency Shelter utilization by household type. This Look only includes programs that are currently active, programs with a 'program availability end date' that is null, or programs with a 'program availability end date' after the 'reporting period start date.'

v) Permanent Housing and Rapid Re-Housing Utilization Over the Reporting Period

This Look tracks the utilization rates for Permanent Housing (PH) and Rapid Re-Housing (RRH) programs over the reporting period. For PH/RRH programs, bed utilization begins at the time of the household move-in date. This Look only includes programs that are currently active, programs with a 'program availability end date' that is null, or programs with a 'program availability end date' after the 'reporting period start date.' 

vi) Permanent Housing and Rapid Re-Housing Utilization by Household Type
This Look breaks down the utilization rates for Permanent Housing (PH) and Rapid Re-Housing (RRH) by household type. For PH/RRH programs, bed utilization begins at the time of the household move-in date. This Look only includes programs that are currently active, programs with a 'program availability end date' that is null, or programs with a 'program availability end date' after the 'reporting period start date.' 

C. Night by Night Emergency Shelter Attendance Issue

i) Clients Enrolled in a Night-by-Night Emergency Shelter Without a Bed Night Service

This Look identifies clients who are enrolled in a Night-by-Night Emergency Shelter during the reporting period but do not have any recorded bed night services.

ii) Night-By-Night Emergency Shelter Clients Without a Bed Night Service on the Day Before Program Exit
This Look highlights clients in Night-by-Night Emergency Shelters who were actively enrolled during the reporting period but did not have a recorded bed-night service on the day before they exited the program. It also identifies if those clients had an open housing service after their exit or after their last bed night attendance date.
