      Data Analysis Release Notes 10/01/2023

      Release Notes Summary:

      The changes outlined here will be released to Looker training instances on 09/18/23 and production and migration instances on 10/01/23. There may be changes to this article until the release date. 

      • Changes have been made across all models so that field labels, descriptions, and calculations match the new 2024 Data Standards released by HUD.
      • A list of all fields that have been updated and the type of update can be found here along with View names and Display names.
      • Retired fields are typically moved to a retired group and removed in a later release. We will check usage and notify users ahead of time when we remove fields.
      • Retired Data Quality error check fields will be removed in our November release as these are no longer HUD compliant and could be confusing.
      • Many updates to existing content will be needed. We have reached out with a list of identified content and guidance on what changes are needed. There is more helpful information here.
      • LookML dashboards will be updated to incorporate the new data standards in the coming months.

       

      List of changes by HUD Data Element:

      2.02 Project Information

      The "Programs: Tracking Method" field has been moved to a Retired Group.

      All references to "Emergency Shelter - Entry/Exit" (ES-EE) projects have been updated to include “Emergency Shelter - Night-by-Night" 

      All references to “Emergency Shelter” projects addressed alone without the “Tracking Method” have been updated to include both types of ES.

      All references to "Emergency Shelter - Night-by-Night" (ES-NbN)” projects where “Tracking Method” is included have been updated to remove “Tracking Method”.

      Added new fields to reflect the subtype of the RRH project in HMIS Data Element 2.02.6A.

      2.06 Funding Sources

      Retired Funding Sources have been removed from the “DQ Project Descriptor: Funding Source Error” field in the Data Quality model.

      New funding Source codes have been added to the following fields in the Data Quality Model:

      • "DQ Project Descriptor: Funding Source Error"
      • "DQ Project Descriptor: Grant ID Error"
      • "DQ Project Descriptor: Grant Start Date Error"
      • "DQ Project Descriptor: Grant End Date Error"

      2.08 HMIS Participation

      A new section "Program HMIS Participation Status" has been added to the following models: Client, Coordinated Entry, Data Quality, HMIS Performance, Project Descriptor, and Reservations. This section exposes the following dimensions: 

      • “Program HMIS Participation Status: HMIS Participation Status”
      • “Program HMIS Participation Status: Start Date”
      • “Program HMIS Participation Status: End Date” 
      • “Program HMIS Participation Status: Added Date”
      • “Program HMIS Participation Status: Last Updated Date”
      • “Program HMIS Participation Status: User Updating” 
      • “Program HMIS Participation Status: Deleted” (Client and Project Descriptor Models only)

      The "Programs: Is HMIS Participating Project" field has been aliased to the “Program HMIS Participation Status: HMIS Participation Status” field so there should be no breakage of existing content, although we recommend updating looks and dashboards to use the new fields.

      2.09 CE Participation

      A new view "Program CE Participation Status" has been added to the models: Client, Coordinated Entry, Data Quality, HMIS Performance, Project Descriptor, and Reservations. This section exposes the following dimensions: 

      • "Program CE Participation Status: CE Access Point"
      • "Program CE Participation Status: Provided by CE Project”
      • “Program CE Participation Status: Receives CE Referrals”
      • “Program CE Participation Status: Start Date”
      • “Program CE Participation Status: End Date” 
      • “Program CE Participation Status: Added Date”
      • “Program CE Participation Status: Last Updated Date”
      • “Program CE Participation Status: User Updating”
      • “Program CE Participation Status: Deleted” (Client and Project Descriptor Models only)

      3.04, 3.05 Race, Ethnicity

      The “Clients: Race” and “Clients: Ethnicity” fields have been moved to a Retired Group. New fields below have been added to the Client, Coordinated Entry, HMIS Performance, Population Over Time, Outreach, Reservations, and Services models.

      • “Clients: Race and Ethnicity”
      • "Clients: Race and Ethnicity - Additional Detail"

      The "Race - Multiple" fields have been updated to refer to the new "Race and Ethnicity" field with the new options added as new fields.

      • "Clients: Hispanic/Latina/e/o"
      • "Clients: Middle Eastern or North African"

      In the Data Quality Model the “DQ Client UDE: Race and Ethnicity Error” and “Error Count” fields have been replaced by new “DQ Client UDE: Race and Ethnicity Error” and “Error Count” fields. 

      3.06 Gender

      New categories have been added to the "Clients: Gender" field in the Client, Coordinated Entry, HMIS Performance, Population Over Time, Outreach, Reservations, and Services models.

       Three new yes/no fields have been added for “Gender - Multiple”, they are:

      • "Clients: Gender-Multiple: Culturally Specific Identity"
      • "Clients: Gender-Multiple: Different Identity"
      • "Clients: Gender-Multiple: Nonbinary". 

      The remaining yes/no “Gender Multiple” fields have been updated to correspond to the new Gender categories.

      The “DQ Client UDE: Gender Error” and "Error Count" fields have been updated to work with the new gender categories.

      3.12 Destination

      The Fields below that used HUD's categories for “Permanent”, “Temporary”, “Institutional”, and “Other” housing destinations have been updated. 

      • "Update/Exit Screen: Destination Category"
      • "Update/Exit Screen: Housed on Exit"

      The logic in the "Inbound Recidivism", Outbound Recidivism, and "SPM" derived tables has been updated.

      A new HUD data element, “Update/Exit Screen: Rental Subsidy Type”, has been added in the Client, HMIS Performance, Coordinated Entry, and Population Over Time models. In this view the field relates to the “Exit Destination” field.

      3.16 Enrollment CoC

      The "Entry Screen: CoC code of Client at Project Start" field has been updated to "EntryScreen: Enrollment CoC" in the Client, CE, and HMIS performance models. This field has been removed from the “Status/Update”, “Update/Exit", and “Follow up” views”. All the calculations that use this field are now using only the values recorded on the Entry screen.

      3.917 Prior Living Situation

      The data elements 3.917A.3 and 3.917B.3 have been re-labeled as "Approximate Date this Episode of Homelessness Started" in the following views in the Client, Data Quality, HMIS Performance, HMIS Population over time, and Services Models.

      • "Client Assessments: Living Situation"
      • "Entry Screen: Prior Living Situation"
      • "Followup Screen: Prior Living Situation"
      • "Status Update Screen: Prior Living Situation" 
      • "Update/Exit Screen: Prior Living Situation"

      The codes for “Prior Living Situation” (data elements 3.917A and 3.917B) have been updated. 

      A new HUD data element, “Rental Subsidy Type”, has been added to the “Entry Screen” view in the Client, HMIS Performance, Coordinated Entry, and Population Over Time models. In this view, the field is located in the “Prior Living Situation” group and relates to the “Prior Residence” field. 

      In the Data Quality Model the following fields have been updated:

      • "DQ Client UDE: Living Situation A Error"
      • "DQ Client UDE: Living Situation B Error"
      • "Enrollments: Prior Living Situation" 

      4.04 Health Insurance

      The label and description for Health Insurance value, “Entry Screen: VA Medical Insurance" has been updated to "Veteran's Health Administration (VHA)".

      4.11 Domestic Violence

      The label and description for the "Entry Screen: Domestic Violence" and "Entry Screen: Domestic Violence Occurred" fields have been updated to "Survivor of Domestic Violence" and "When Experience Occurred" respectively.

      4.12 Current Living Situation

      Hard coded values for “Current Living Situation” in the logic for the "Entry Screen: Chronically Homeless at PIT" field were updated.

      A new HUD data element, “Rental Subsidy Type”, has been added to the Client, HMIS Performance, Coordinated Entry, and Population Over Time models. In this view the field relates to the “Current Living Situation” field.

      C1.2 - C1.5 Well Being

      The following HUD CoC fields have been moved to a retired group and will be removed in a future release:

      • “Entry Screen: Well Being Value Worth”
      • “Entry Screen: Well Being Support”
      • “Entry Screen: Well Being Resiliency”
      • “Entry Screen: Well Being Frequency”

      C4 Translation Assistance Needed

      Added new HUD C4 data fields in the "HUD-CoC" group:

      • "Entry Screen: Translation Assistance Needed"
      • "Entry Screen: Preferred Language"
      • "Entry Screen: Different Preferred Language"

      R3 Sexual Orientation

      The "DQ Client Program Specific: RHY: Sexual Orientation Error" field in the Data Quality Model was updated to reflect the new gender categories, and the additional program applicability.

      R14 RHY Service Connections

      The wording of the "RHY Service Connections" option in the "Services:Type Provided" field has been updated from "Post-natal care for mother" to "Post-natal care for client (person who gave birth)". This is in the Services Model.

      R18 Counseling

      The labels and descriptions for the RHY field "Update/Exit Screen: Counseling Received by Client" have been updated to change text from "Counseling received by client" to "Client received counseling".

      U1 Worst Housing

      The "Entry Screen: RHSAP Worst Housing" field has been moved to the "Retired" group in the "Entry Screen" view and will be removed in a later release.

      V1 Veteran's Information

       A check was added to the fields "DQ Client UDE: Year Entered Military Service Error" and "DQ Client UDE: Year Separated From Military Service Error" fields in the Data Quality Model to flag any years that are not 4 digits.

      V2 Services Provided - SSVF

      The wording of the "Services: Type Provided" field in the Services Model has been updated to change "Extended Shallow Subsidy" to "Shallow Subsidy". 

      V3 Financial Assistance - SSVF

      The wording of the code 15 option in the "Services: Type Provided" field in the Services Model has been updated to "Shallow Subsidy - Financial Assistance", and 3 new codes have been added:

      • (16) "Food Assistance"
      • (17) "Landlord incentive"
      • (18) "Tenant incentive"

      The "DQ Service - SSVF Services Financial Assistance Error" field in the Data Quality Model has been updated to also include the new service type codes 17 and 18 as valid SSVF service codes.

      V5.1 - V5.5 Last Permanent Address

      The "Last Permanent Address" fields have been moved to the "Retired" group in the "Entry Screen", "Status/Update Screen", "Update/Exit Screen", and "Follow Up Screen" views. These fields will be removed in a later release. The fields are:

      • "Entry Screen: Street Address"
      • "Entry Screen: City"
      • "Entry Screen: State"
      • "Entry Screen: Zipcode"
      • "Entry Screen: Address Data Quality"

      The "Last Permanent Address" fields in the "Client Assessments" view are non HUD fields and have not been moved.

      The following fields in the Data Quality model have been moved to the Retired group and will be removed in the next release:

      • "DQ Client Program Specific: Last Permanent Address Street Error"
      • "DQ Client Program Specific: Last Permanent Address City Error"
      • "DQ Client Program Specific: Last Permanent Address State Error"
      • "DQ Client Program Specific: Last Permanent Address Zip Code Error"
      • "DQ Client Program Specific: Last Permanent Address Street Error Count"
      • "DQ Client Program Specific: Last Permanent Address City Error Count"
      • "DQ Client Program Specific: Last Permanent Address State Error Count"
      • "DQ Client Program Specific: Last Permanent Address Zip Code Error Count"

      These Error fields have been removed from the aggregate error fields in the Data Quality Model.

      V7 HP Targeting Criteria

      The labels and descriptions for "V7 - HP Targeting" have been updated. The following fields have been changed:

      • "Entry Screen: History of literal homelessness (street/shelter/transitional housing) (any adult)" updated to "Entry Screen: Past experience of homelessness (street/shelter/transitional housing) (any adult)"
      • "Entry Screen: Head of Household is not a current leaseholder" updated to "Entry Screen: Head of Household is not a current leaseholder/renter of unit" 
      • "Entry Screen: Head of household (HoH) never been a leaseholder" to "Entry Screen: Head of Household has never been a leaseholder/renter of unit" 
      • "Entry Screen: Single parent household with minor child(ren)" to "Entry Screen: Single parent/guardian household with minor child(ren)"

      W1 Services Provided - HOPWA

      The wording of "Substance abuse services/ treatment" has been updated to "Substance use services / treatment" in the ”Services: Type Provided” dimension in the Services Model. 

      W3 Medical Assistance

      The following fields have been moved under the "Retired" dropdown in the following views in the Client, Coordinated Entry, HMIS Performance, and HMIS Population Over Time Models.

      Fields:

      • "Receiving Public HIV/AIDS Medical Assistance" 
      • "If not Receiving Public HIV/AIDS Medical Assistance Reason, why?" 

      Views:

      • "Entry Screen"
      • "Status Update Screen"
      • "Update/Exit Screen"
      • "Followup Screen"

      The following fields have been moved under the "Retired" dropdown in the DQ Client Program Specific View in the Data Quality Model and will be removed in the next release.

      • "Reason Receiving Public HIV / AIDS Medical Assistance Error" 
      • "Reason Not Receiving Public HIV / AIDS Medical Assistance Error"

      Picklist Updates

      All hard coded references to "Client refused" have been updated to "Client prefers to answer". Fields updated are: 

      • "Entry Screen: Income from any source"
      • Many fields in the Data Quality Model - see attached list of fields for complete list

      SPM Updates

      The labels and descriptions for "SPM1" and "SPM2" measures have been updated .

      The project type code 0 has been added to the logic for the SPM measures.

      The Look Back date has been changed to 7 years rolling.

      An update has been made to the logic so the measures accurately use the Enrollment CoC of the head of household to select enrollments to be included for each measure based on the CoC code filter. 

      Retired Fields

      The previously retired fields listed have been removed from all Looker models. 

      Lookml Dashboards

      The following dashboards have been marked as (Retired). These dashboards will be removed in the next release:
