In the 2020 Homeless Management Information System (HMIS) Data Standards, the Department of Housing and Urban Development (HUD) introduced new response options for tracking services and financial assistance provided through the Department of Veterans Affairs (VA) Supportive Services for Veteran Families (SSVF) Projects. The following new responses are:
V2 Services Provided – SSVF:
- Rapid Resolution
- Extended Shallow Subsidy
- Returning Home
V3 Financial Assistance – SSVF:
- Extended Shallow Subsidy – Rental Assistance
These new responses will be available to all customers in Clarity Human Services as Service Item Categories within the ‘VA SSVF Service’ Category on October 1, 2019.
Action Steps Required: System Administrators should configure new Services/Service Items for Agencies with active SSVF-funded Homeless Prevention and Rapid Re-housing Programs, as well as adjust existing SSVF Program Templates that have automated service provisioning. Users should update records for any active clients as of October 1, 2019, for which the new responses are applicable, as instructed in Data Entry for FY 2020 HMIS Data Standards Update.
In addition to configuring the new SSVF service items for SSVF funded program types Rapid Re-housing and Homeless Prevention, ‘V2 Services Provided - SSVF’ service collection is optional for GPD and HCHV funded programs as per the VA Programs HMIS Manual . Therefore, if collecting SSVF services for these programs, the new SSVF service items should be configured to these programs as appropriate.
We have outlined five steps for updating your system to comply with the new guidance, including instructions for creating reports to identify active SSVF projects and clients:
- Step 1: Identifying Active SSVF Programs
- Step 2: Adding the New SSVF Services to Programs
- Step 3: Adding the New SSVF Services to Templates
- Step 4: Identifying Clients Actively Enrolled in SSVF Programs
- Step 5: Adding the New SSVF Services to Client Records
